You can certainly contact academic facilities in your area that have residency and fellowship programs and let them know you are interested in hiring.
You can also negotiate the price with many recruiters. This morning I had someone quote me a price of $40,000 and we negotiated an amount that was more reasonable for the subspecialty we were discussing.
Another option would be to see if other groups in your area are getting calls from residents and fellows for which they have no openings and asking them to give these doctors your name. We have cooperated with other groups like that in the past. It makes us feel better about saying we have no openings, especially if the doctor is trying to stay in the area due to family. Then it's up to the doctor to decide if that's the direction they'd like to take.
