Do the Anti-Markup rules apply to hospitals (i.e a provider based setting)?

Say, for example, an x-ray is taken at a physician office enrolled as a provider-based facility, and it is read at a different location (same health system) by an independent radiologist.  If the hospital wants to bill Medicare globally, does anti-markup apply to the professional component?

    Thanks for any insight.
