Not sure what you're looking at. I was just able to download both Claims and Registry Measures Specs for 195, 146, 225 and 145, and that is also reflected on the 2018 Measures List I downloaded some time ago.
It does appear that 359 and 363 are registry only. I believe that was the case for 2017 as well.
It is my understanding that you can do both claims and registry reporting, but they get scored separately and supposedly you get whichever score is better. I don't know why anyone would want to do that, given the limitations of claims.

I just noticed that on the Measure Specification Sheets for 2018, of the Quality Measures I have selected, the following have Claims Only as the submission method: 195, 146, 225
363, 359, 145 are Registry Only.
2017, both Registry and Claims reporting were options for all 6 measures and I am currently using a registry to report. I was planning on doing the same for 2018. I thought CMS was trying to do away with Claims based reporting completely, so why the restriction? Has this happened to anyone else? If so, what does this mean for 2018 submission? Can you even report 1/2 through registry and 1/2 through claims?
