    So, forgive me if this question seems elementary.  But, in the recent  Radiology Business Journal (pages 19-23) there was a MIPS article. It stated that the Bipartisan Budget Act modified MACRA to allow CMS to further delay implementation until 2022.  Yet, it went on to explain different thresholds for the points to earn a bonus or penalty.  So, are the penalties being applied during the "ramp-up phase"?  Their advice is to practice now and get good at it, and I get that.  But, some of these radiologists are not going to want to report until they have to report.  If you don't report at all during the delayed implementation, you aren't subject to the penalties I would presume. Please advise and thanks!

    Yes, the penalties and incentives are being applied, beginning this year for the 2017 performance period.

     

    I believe the change you're referring to was that CMS was given more latitude with respect to setting the bar for penalties until 2022. Originally, the performance standard for 2021 payment/2019 performance was to have been the average MIPS performance score.  The Bipartisan Budget Act allows CMS to set the bar lower in 2019, 2020 and 2021 performance period so that fewer physicians will be penalized in 2021, 2022 and 2023.  There will be less incentive dollars available as a result.

    Hello Mindy!

    A certified MIPS registry would be extremely helpful to explain the MIPS program for radiology and help you implement programs to capture data for measures.
