    Hello,

I have read through many discussions on the HHS stimulus payment hoping to find an idea of how organizations are using this money, assuming that most have attested to it.  According to the terms and conditions, we can use it for lost revenue, which many organizations would qualify for.

Any ideas on how you are applying the payment to your organization would be greatly appreciated.

    Thank you,

We are treating it as miscellaneous income, and just as you said above, using it to replace lost revenue due to decreased volumes during the pandemic.

We did not apply the payment in our billing system since it doesn't pertain to any activity that occurred in billing - instead, we booked it directly into the GL.

My interpretation is that you can use Provider Relief Funds for any purpose that isn't prohibited.  You just need to be able to account for it.

To my mind, the major prohibitions are expenses paid with funds from other programs (including PPP forgiveness), and salaries above federal executive level 2 ($197,300 per year).  To keep accounting simple, I'm going to use it for larger expenses, such as billing service and IT.  We also have one independent contractor physician who has done some work for us, and we'll use it to pay him.

Be mindful of the accounting requirements at 45 CFR § 75.302, which are somewhat different from what most groups normally do.
