    Good Morning:


    One of my radology groups  has added an I.R. radiologist and IR cases are increasing and I've got an IR coder that  codes those for me.  However what I am unsure of is in regards to an IR Clinic the new guy is starting.  Here is his scenerio:
    1. Surgeon will refer patient to him, as a consult, to see if a candidate
    2. If yes a surgical candidate, he will have the facility schedule accordingly (same facility always, as it's the only one he is doing the IR cases at)
    3. He has two options for clinic space, both of which would be owned by the facility:  1 being free and one there would be rental charge.
    My lack of knowledge:
    1.  Are the consult, or E&M visits reportable through the ACR registry, same as radiology procedure (called ACR and left msg but no response yet)
    2. or.......will he (they) need to get an EHR
    3. Is he still considered  hospital based 
    4. Are there Stark issues or other regulatory issues if the service is provided in a facility where they aren't charging him (the group) yet benefiting if surgery is indicated?
