I definitely plan to attest. While the obligations are something to be aware of and take seriously, they are really negligible in terms of cost relative to the amount of the payment. I really can't think of a business reason not to do it, but I would be interested to hear what gives others pause.
Having said that, if I take my work hat off and put my taxpayer hat on, I invite you to return the money! I shudder to think of the implications of all this deficit spending for the federal budget and the general economy.
