Here's a link to a "sneak peek" of results from a 2016 Advisory Board survey, which was posted a few days before the survey closed. They're saying 23 minutes from completed scan to signed report for x-ray. The final results are behind a firewall, and this doesn't say how many respondents there were.

I don't know of ED plain film turn around time standards per se. However, the MIPS registries from ACR and SaferMD (for specific findings) both have TAT measures for CR exams.
