Late yesterday CMS issued the 2023 Medicare Physician Fee Schedule Final Rule. We are in the process of reviewing and analyzing CMS' language regarding issues that RBMA commented on when proposed in July. Here is a quick review...
Diagnostic Radiology: -2% combined impact (previously -3%)
Interventional Radiology: -3% combined impact (previously -4%)
The final CY 2023 PFS conversion factor is $33.06, representing a 4.48% decrease from 2022 (The proposed rule had an estimated drop at 4.42%)
Note that these cuts do not include other cuts such as PAYGO (4%), the expiration of Congressional support in 2021 (3%) and reimplementation of the Federal sequester (2%)
Regarding Virtual direct supervision which has been allowed during the Public Health Emergency, RBMA commented and supported the making of this policy permanent. CMS wants to "continue to gather information: regarding this issue". With the Public Health Emergency extended until 1/11/23 CMS will allow direct supervision through virtual presence only through end of 2023. Pages 202-203 of the rule.
RBMA provided broad comments regarding the update to the physician practice expense survey. CMS noted that there are no specific proposals for 2023 which will give RBMA time to work with a coalition of organization in developing a more accurate survey of practice expenses.
RBMA also commented regarding MIPS/MACRA and we are currently reviewing the proposed rule language and will update the membership accordingly.
