My interpretation is that you can use Provider Relief Funds for any purpose that isn't prohibited. You just need to be able to account for it.
To my mind, the major prohibitions are expenses paid with funds from other programs (including PPP forgiveness), and salaries above federal executive level 2 ($197,300 per year). To keep accounting simple, I'm going to use it for larger expenses, such as billing service and IT. We also have one independent contractor physician who has done some work for us, and we'll use it to pay him.
Be mindful of the accounting requirements at 45 CFR § 75.302, which are somewhat different from what most groups normally do.
