Today, HHS extended the deadline for health care providers to sign the attestation and agree to the Terms and Conditions to 45 days instead of 30 days. If providers received the initial payment on April 10th, then they now have until May 24th (instead of May 9th) to attest to receipt of payment. https://www.hhs.gov/about/news/2020/05/07/hhs-extends-deadline-attestation-acceptance-terms-and-conditions-provider-relief-fund-payments-45-days.html
And HHS has removed the "overpayment" language from step 1 of the attestation portal that had created an impression that providers who received more in tranche 1 of the relief payments than they would have received had HHS applied a "gross receipts" methodology instead of a Medicare FFS methodology.
